    一是推进物流市场的现代化。市场机制是现代经济配置资源的基础性手段。物流业的发展离不开一个良好物流市场的建设与发展。中国物流市场已初步建立，但还不成熟、不完善，统一、开放、竞争有序的物流市场体系尚未完全形成。信用的缺失、垄断行为、不正当竞争、市场封锁、准入限制等问题比较突出。中国要进一步健全和完善物流市场体系，完善市场规则，培育市场主体，优化市场结构，深化垄断行业改革，抑制不正当竞争，加快形成统一开放、竞争有序、充满生机、诚信有保障的现代物流市场体系。

    二是推进物流管理体制现代化。物流现代化要求政府管理体制的现代化。离开了政府管理体制的现代化，物流现代化就不是完全意义上的现代化。物流管理体制现代化不是简单地指政府机构调整，而是包含了转变思想观念、完善法律制度、调整机构设置、优化行政程序、加强监督问责等多个方面，使法治、透明的政府与公平竞争、规范有序的市场有机结合。要加快建立起系统化的大物流管理体制、权威的监管体系、高效的政府服务运作机制、健全的物流法律法规和政策体系。根据物流现代化进程、市场演进的阶段，合理界定政府职能边界，形成政府与市场的合力。
