美国加里福尼亚州能源委员会（California Energy Commission) ）于2005 年 12 月 30 日依法实施的电器能效法规（Appliance Efficiency Regulation ）。该法规实施的目的是为了提高用电产品的效率，节约能源，减少气体排放和温室效应。 　　

随着越来越多的电子产品出现在日常生活，“节省能源”将成为21世纪所有人必须面对的迫切问题。美国加州能源委员会(California Energy Commission，CEC)即将在2006年7月1日针对AC-DC与AC-AC外部电源供应器的能源使用效率实施全新的强制性标准，届时，几乎所有电子产品都将遭受冲击。 　　该标准将涵盖所有使用外部电源供应器(如充电器和适配器)的产品，包括手机、家用无线电话、便携式音乐播放器、掌上游戏机、玩具等，并要求这些产品在待机与使用状态下以更有效率的方式运用能源。 　　这意味着在2006年中以后，所有在美国使用，以及要销往美国的变压器、外部电源供应器、适配器、充电器都必须改变设计。
